Cabinet Resolution For Drones or Unmanned Aircraft

The legal content is about unmanned aircraft also known as Drones. We would like to give a reference from the law first. First discussing Federal Decree No 26, 2022, which regulates the Civil use of Drones or Unmanned aircraft, the Federal Government issues a Cabinet Resolution to describe the Federal Rules on Drones or unmanned aircraft. It’s a federal law so it is applicable and implemented in all the Emirates of the United Arab Emirates. It includes all Drones and unmanned aircraft.

Important Points

  • Unmanned aircraft, if imported, manufactured, used in some commercial activity or used in UAE, which means it airspace, then it requires approval. The approval is required from GCAA which is General Civil Aviation Authority, and the concerned aviation authority in the relevant Emirate. Initial approvals are required from these two federal and local emirate-based government entities. But if some modifications are arranged, or required then another approval is also needed. It does not mean that just one-time approval or permission is needed at the beginning. Apart from this certificates also need to be taken for drones or unmanned aircraft, from MOIAT. MOIAT means Ministry of Industry and Advanced Technology. The description of the device or product must be specified very clearly to MOIAT. It should not contradict with the policies and it should be meeting with the standards and policies defined by TDRA. Rules and Regulations are defined by TDRA about Drone or Unmanned aircraft products. TDRA stands for Telecommunications and Digital Government Regulatory Authority.
  • Documentation is submitted to MOIAT and the approvals are taken from GCAA.
  • Once all the documentations are completed, submitted to MOIAT, and specifications are met with TDRA rules then approval of the final permit or certification comes from GCAA.
  • 180 Day grace period is awarded to importers or manufacturers, to meet with all the standards and requirements.
