The legal profession in the UAE was historically regulated by Federal Law No. 23 of 1991 on the Regulation of the Legal Profession. This was repealed and replaced by Federal Decree-Law No. 34 of 2022 on the Regulation of the Advocacy and Legal Consultancy Professions, which came into effect on 2 January 2023.

Confidentiality is a legal duty. Under the earlier Advocates Law, an attorney was required to keep any communications made in furtherance of their professional representation of a client confidential, such as preventing a crime or complying with a court order.

Accountability for professional Mistakes. Clients who believe their lawyer acted negligently or unethically can raise the matter with the Ministry of Justice’s Department of Lawyers and Translators Affairs, which oversees registration, conduct, and disciplinary action.

Fee transparency is also protected. The law requires that lawyers’ fees be documented in writing, giving clients a clear basis to reference if a billing dispute arises later.
