Ministry of Education Regulations on Schools in UAE

In addition, the Federal Law No. 3 of 2016, the child protection WADEEMA LAW, has made it compulsory for every individual to seek primary education. It outlines that all children under the age of 18 must go to schools in the UAE. Any violation can result in penalties for educational neglect.

The Federal Law No. 4 of 2012 regarding the Private Education Institutions Law governs the licensing requirements, establishment, and operation of private schools throughout the UAE. The Federal Law No. 29 of 2006 on Rights of People of Determination states that inclusive education access is for all students with special needs or with disabilities.

All the federal laws strengthen the MOE to carefully regulate all the schools. Besides, it establishes the guidelines for MOE to access, analyze, and review the school’s quality and performance. It directly enforces the national standards and upholds the students’ welfare.

All the private and semi-government schools operating outside the specific purview (i.e., the mainland and Emirate level zones) should obtain licensing in the UAE. The Ministry of Education (MOE) is responsible for issuing the licenses to the schools. The process includes the preliminary approvals that a school owner must acquire. They need to submit the application, school vision, school plan, and proof of capital.

Secondly, MOE will investigate the facility. The MOE inspectors are sent out to evaluate the site, classrooms, safety measures, laboratories, and sports arenas.

Thirdly, the staff verification is also part of the process. All the staff and teachers must possess qualifications. The certificates and degree must be fully recognized by the MOE. All foreign teachers will require an equivalency certificate.

Fourthly, they will conduct a curriculum audit. MOE will be reviewing the curricula (e.g., British, American, and IB) following the compliance standards.

Once the process is done, the licensing is given. The authority will issue the operational license to schools in the UAE. MOE retains the right to deny, revoke, or suspend licenses in the future due to non-compliance at any stage.
